It was established in 1994 following the issuance of Republican Decree No. 67, which called for the establishment of state universities as part of the Higher Education Revolution policy. This policy aimed to expand opportunities for university education to the largest possible number of Sudanese citizens from various groups and age ranges, after university admission had been limited and centralized in universities located in Khartoum.
