The institution was established in 1994 with the issuance of Presidential Decree No. 67, which focused on the creation of regional universities as part of the higher education revolution policy. This policy aimed to provide university study opportunities to as many Sudanese citizens as possible, from various groups and age ranges, after university admissions were previously limited and centralized in universities in Khartoum.
